1938 cover to Singapore with three 5c fiscal stamps cancelled VICTORIA 19 JA 38. The use of these stamps were authorized between 11 and 20 January 1938 due to a shortage of 5c stamps. A scarce commercial cover used the day before the concession ended. Backflap faults from opening and a central filing fold well away from the stamps do not detract.
